National Property Manager, Susan Levine

Susan Levine has been in property management since 2001. At Strategic Holdings, Mrs. Levine is responsible for the development and monitoring of company policies and procedures related to property management; responsible for recruitment, training, development, and supervision of Property managers, and shares responsibility for maintaining the physical asset and performance of properties.

Prior to Strategic, Susan along with her husband, had invested and managed their own investment properties in the city of Baltimore, MD.  Susan was responsible for the operational and financial aspects of their company’s portfolio for over 15 years.  She oversaw compliance and financial reporting at the local, state and federal level.  She was also responsible for the daily operations relating to property management.

Susan held a registered Series 7 Security License with an investment asset management company holding the position of Director of Operations responsible for overseeing a portfolio of $1 Billion dollars of assets for Fortune 500 companies.  This management company was a pioneer in index and arbitrage trading strategies dealing in foreign and domestic currencies, stocks and bonds.

Susan has been in the investments industry since 1982, starting in the money market division as a money market assistant for an international bank and onto becoming Operations Assistant for the money market division for another major international bank.

Mrs. Levine graduated from California State University of Los Angeles in 1982 with a Bachelor of Science in Business Administration with a concentration in Marketing.

Regional Property Manager, Chelsey Tipa

Chelsey Tipa oversees and assists Property Managers with employee hiring, termination, training and supervision as well as property occupancy, turnover units, and maintaining professional communications with residents, applicants, and vendors. She ensures that Corporate is kept up to date by means of evaluations and weekly reports concerning occupancy, delinquencies, prospective traffic, vendor bids and contracts, and action list items. Chelsey maintains a current knowledge of state-level Landlord-Tenant Laws and ADA/Fair Housing Laws. She also assists in marketing effectively to reach occupancy and income goals, supervision of outside contractors, purchasing and procurement for properties, obtaining bids on major purchases and obtaining POs, meeting each property’s goals, and resolving of legal issues as requested by Corporate. Additionally she ensures that all properties are clean, safe, and well-maintained, that all maintenance requests are addressed within a timely manner, conducts annual inspections 90 days prior to budget processing for recommendations, and authorizes purchases and services up to $1,000. Chelsey works with Corporate to budget goals and review financials and variance reports, review and verify market surveys prepared by Property Managers, review delinquencies with Property Managers and submit a plan of action, as well as review and approve commissions.

Chelsey moved to California from Utah and now travels the southern states training and perfecting the functions and procedures of the management teams at multiple properties.

Regional Project Manager, John Terrel

Since coming on board from the Tuscaloosa property, John Terrell has been an invaluable asset to Strategic Holdings due to his experience in construction and maintenance. In regards to Strategic Holdings, John travels throughout the region with his construction crew, leading and managing construction and apartment renovation projects at larger multifamily properties. He assists in the improvement of Strategic Holdings current maintenance procedures as well as training of maintenance staff and construction crew. Additional duties include developing detailed scopes of work, bid procurement, staff and contractor management, plumbing and electrical systems, power tools, safety, general construction, general site repairs and maintenance operations.

 Prior to working at Strategic Holdings, he worked for Fountainbleau Management as a Maintenance Supervisor.
